I actually think that tattoo might be something to do with a gang. If you look up mafia tattoos, there are a bunch for women who have been caught in lude acts, branded as a whore, or been caught cheating. They're symbols and shit in the real mafia, but gangs could have stolen the idea and made their own take on it.
