2. Ajax, XML and related API technologies (XMLRPC/SOAP)
3. Scalable development

Im in need of a mainstream rating and review script to be made, its rating and commenting on physical locations, so needs to be able to tie into a map system like google maps etc. There are a few premade scripts available that will somewhat fit my needs, but would prefer a custom setup. But sounds like he is looking more for a long term deal rather than just some work.

Yeah he's a great programmer -- it's just that many don't feel programmers should be paid a competitive salary.
