I am a programmer looking for a graphic designer that can give me 2 hours or design work per week. Nothing tough.

In return, I can offer two hours or programming or PHP work per week....or I can just pay you cash.

Basically, I am stuck on my website design. I am so close to the trees I can't see the forest.

I have a short task list of things I would like to outsource. Simple things
that require a good eye, and more technical things that require you know how
to design.

Anywhere between 2 to 4 hours of work per week only. If you're up for it, I
could you for just one morning a week, for you to spend 2 to 4 hours on my
task list.
