weird wordpress problem

i installed wp on same sever before with no problems but yesterday i installed on another domain with a couple of standard plugins and today all i get is the blog title and description, the colors of the standard theme are gone, just text and when i try to login it returns 'forbidden' no permission. I have same setup with same plugins working on the same host on a different domain so don't know what happened, should i just reinstall?

Check all the chmod permissions and did any of the mods require a .htaccess file?

Wouldn't hurt, since you don't have anything on it. Or shut off the plugins and see if that clears it up.
