If budget is an issue then people should go with a white label option. I guss the cost of entry is all most 0 dollers. All most all VOD providers will give you a white label option.

Go only for custom if you want to do some thing big as software is not cheap.

ObjectCube is the most popular enterprise level solution but it is very expensive. PhantomFlicks.com has a low cost VOD software solution that some people use. There used to be some other solutions but I don't think that they exist anymore.

With us typically it takes about 3-6 months to implement a solution end to end and around 30K or more depending on how much custom work we have to do..

But then again if you want to compete with the big VOD guys 30K should be drop in a bucket :-)
