ActiveX scamming or no?

I keep getting pages like this to my tgp that bring up the ActiveX not marked as safe warning. can anyone tell me what this is? and are they ok to post.

I decline and ban all pages i get with activex warnings. Before that, while doing reviews my homepage would be switched 5 times and i would have 20 new bookmarks.
Theres no need for activex on a gallery page

I thought it might be one of those scripts that adds bookmarks but its not the usual code for that.

and have a bookmark added to your favorites.
