I need advice on the best way to set a ccbill account for canadian citizen.

_You_ alone can not. You will need a principal to sign the contract and they will need to be a resident in the region (USA or EU). So if you have someone willing to sign their good name on the line with Visa, and you can trust them as ultimately having full control over your billing setup, then you can do it.

You can get setup for a non visa account by yourself.

This is how it was explained to me, several times, about 1.5 years ago.

Check with moneris. Last I have heard they've started accepting adult websites. But doublecheck...
