Are you serious? You might try some of the AES programs. I think some still provide free content to build a site around. Other then that I suggest you buy content.

Perhaps with copyrights intact and close attention to most providers of content for misrepresentation. Not sure if VISA USA would approve that model however as you would need to retain all 2257 documents and its a tad shady.
