need help: anyone here knows bout sql?

got a problem with one server and its troublesome, its telling

Warning: mysql_connect() [function.mysql-connect]: Too many connections in /home/...

connections are set at 10.000 and the server at 50mbps and its still doing 100% all the time cause its timing out on the sql connections

anyone any idea never had this and were kinda stuck
