I constantly see these types of site for sale on various forums, advertised as having income. I was thinking of picking some up.

What's the deal with them? Do they require alot of server resources or bandwidth? I assume adsense is OK to use on them?

Like the market isn't already saturated with proxy sites.....

1. Alot of hosts will not let you run proxy sites
2. You will get a low ctr on proxy sites with adsense, you can only place adsense on the proxy index page but not in the frame of the proxified/content pages when your users use the proxy site to visit other site.

True, but proxy sites get blocked all the time by school/word server admins, so its always need of new ones.
