Storm Pay???

Anybody ever heard of them?
I have been really unhappy with paypal over the past 6 month, besides the fact that they closed one of my accounts without notice, blah blah..
I got this in the email today so I wonder if any of you all every heard of it??

actually it was spam for their affiliate program I received but I went and checked it out
