different Popup problem - need to stop

Hi - i think the solution to this problem was posted before, but i cannot find it now. I am getting popups like the one pictured below. How can i stop these?

Disable Messanger Program in your Services, that will stop it.

Are you in XP?
Go to control panel and go to admin tools, turn off messenger service there
