It is not a plugin.

In your Main Index template find

the_content('Read the rest of this entry »'

and change it to the_excerpt.

You can change what the link text says by changing
'Read the rest of this entry'

Yep, it's a standard feature. Look closer at the "Reading" options:

For each article, show:
Note: If you use the <!--more--> feature, it will cut off posts in RSS feeds.
