Custom coded. The only commericial script that I'm aware of that can readily do directory style TGPs without a shitload of extra work is http://www.robotgp.com/

I meant those two sites are more than likely using custom scripts.

RoboTGP will get one up much faster than TGPX because of the way the script works. Yes, it is doable with TGPX, or any tgp script for that matter, but creating hundreds or thousands of categories and defining page templates then pasting html into the admin for each would be one fuck of a job.

Not if you set the default HTML template. But keep in mind, whether it's directories or names, wouldn't you have to spend the time creating those categories/directories anyways? TGPx would do fine.
