if you dont know how to change your res and check your work at different resolutions you should give up now. theres a stack of tools that will even do it for you.

im not the designer, i have checked and it scrolls for me. its just the designer said it didnt scroll. so i need to find out. Someone else can you add your opinion on the layout and tell me if it scrolls.
