Is there a way to build pages with recips at the top and what amounts to a blank page as the body that pulls a hosted gallery from the sponsors server? In otherwords, a page that calls my server for the recip header and the sponsors for the body/gallery?

You could load the sponsor gallery in an iframe but its seems a pretty strange idea to me :/Comment

write a php page, something like this :
<?
include ("http://www.xxx.com/gallery55/index.html");
?>
Then put your html for the recips below it.

Sure, there are many ways to do it, but most sponsor who offer hosted galleries do not allow their galleries to be submitted to regular tgp, they are to be used as fill in galleries for your tgp or as galleries for free site, so before you do anything make sure you read those TOS.
