WANTED: CMS Programmer

I need a programmer to build a CMS for a video site + link submission script + traffic trading script (can be pieced together)..

It must be able to sustain high traffic volumes (400k/day without breaking and PHP erroring).

*NO OUTSOURCE COMPANIES* - please, I only want a single programmer who knows what they are doing in the CMS space.
