if you live in a fairly large city, there should be a company that can do it for you, its not outrageously priced from what i remember... i am from west palm fl, and i had to send to miami, 2 mini dv tapes ... i think it cost me around 50-60 bucks
Just look in the phone book under video... getting the equipment yourself would cost an arm and a leg, if not more
i think you will need a hardware device or a deck that can read PAL format footages, once the footages is digitized into your computer then render it into NTSC using video editing softwares. I'm not 100% sure but maybe the new final cut pro and/or AVID can do the conversion once you have the digitized footages.
or you can take the PAL footages to your local dub house.
