Proxy users, could they be tracked?

Hi,

Is it possible to track someone using a proxy server? I know it could be done but how? The person was using this i.p. 194.179.85.250

is it a special software you must have on your server to track proxy users?

If anybody could help me, it would be great.... One of my members is getting death threats & she is begging me to fing this person.
