Question for Turkish webmasters

A webmaster told me they are paying fees to MSG:

for showing all kind of celeb content on their site. I doubt or it's really the truth. MSG has an English version too, but that one is mostly under contruction. Anyboy who can help me and let me know what the license agreement of MSG exactly contains?
