I don't have yet a DC in Europe.

But as a general point, you just need virtual hosting for x-cart.
But that virtual hosting must be on a good box, such as a double Xeon .
Also, when you setup Xcart databases, I would suggest not to include the actual images into it ( you have 2 options ) even if they recomend it... Your database will become huge, slow to respond and long to backup. Also, if you ever need to re-upload it ( after a crash ... ) you will only be able to do it in ssh, since the embedded feature has a maximum file size ...

Depends how big your project is... But why host in europe?? US is cheaper, and has better connections. We are in UK, Spain and several other countries, but our boxes are in US because we get better service there..
