virtual hosting will also do, but you need to install all requested cpan perl modules (about 5)

- with vps there needs to be some admin area, i cannot setup dns and all that stuff myself
- with vps i need to have cpan access
- with vps and virtual i need unique ips and ability to host pages without domains
- paypal payments

I haven't got a clue what "cpan" is (i'd guess at cPanel), but you might want to try VPSLink if you want a cheap VPS solution.
