Sure but you must do it in the right place, try php related forums, there aren't many coders on these boards, a handful and you are a competitor since you are a webmaster so they aren't likely to help you. Besides I typed your query in google and found good info. Your question is just not very targeted as there are tons of strings to manipulate images.

Depends on what modules you are using and how you want to integrate it, since you didn't post a lot of details I assumed you would use php to integrate it into your site so php related coder boards would be a good source to ask for some advice.
