Searching For EXPERIENCED PHP Coders.

Does anyone ever notice how hard it is to find some legit PHP coders on the internet... I mean of couse there are those Indian firms that claim they can do it all (been burned by those). Then there are those individuals who claim they know what they are doing (and then go into your code and set you back a month by "fixing" it.) Yah I've been through it all the last year. I finally found a few guys in Bulgaria who are writing me some decent PHP code...unfortunately they only work about 7 hours a week on my project...so here is what I seek:
