Well, I have this server in my home, so I host it my self, and I don't know Linux What is Microsoft ISA ? If you mean the built in: Internet Services Manager, it doesn't work so good. I put it on 200kb/s limit and I can still download in 400kb/s

NOOOO! - and how the fuck will you shorten down "Internet Information Server" to ISA ?
                ISA is:
                Internet
                Security and
                Acceleration Server

Its also a proxy and firewall

But if you dont know what it is, you dont wannt try to install it - its SO easy to fuck up, I think I have spend about 150 hours on my last customer to fix it.
But if you install it, I will give you ONE clue, and that is "filter" Read about that, and you will get a good idear abbout how it works.

I think all you need to do is plug an ethernet cable into it..

The OS automatically limits and restricts bandwidth with it's inefficiency!!!
