Aceware Submit. It has a db but is a little outdated (all of them are - ive used quite a few - LD's come and go pretty fast) they do however update the DB periotically and you can automatically install the updates . You can set up your own custom DB very easily - which is the way to go IMHO. Also has a nifty little proxy tool and can hit msg boads as well.
I have no affiliate w/them, just wasted my money on some junk before and dont want shitty programs to earn more money then they deserve. Aceware is solid.
