    Explaining crossborder regulations

    Can anyone explain the VISA crossborder regulations? Would it be a problem if we stop using epoch for new joins and start using a non us biller? and only let the rebills go thru Epoch? or wouldn't this be allowed by VISA?

      E.g does the Crossborder regs. only apply to 3rd party billers?

        If you are based in the US then you must process in the US. And unfortunately we cannot continue to process recurring transactions for a url which is processing outside of our region (USA)

        Also the cross boarder rules apply to all high risk merchants who accept VISA, does not matter if you are with an IPSP or not.

        If you are in/going to Vegas there is a seminar on the new VISA regs at 2pm today, myself and Ron from CCBill we be speaking.

          Thanks for clearing this up So if we're currently processing in US and would like to stop new transactions and move offshore, then we need to wait untill all rebilling clients are gone?
