Wanted to develop sm.com, need help.

I have decided to build out sm.com to be a site based on bondage or spanking related info.

I want something similar to bondage.com and spanking.com, I need some quidance as to best steps as I want to be a community not just a forum. Any ideas where I should start?

It should have all the features of bondage.com and spankiing.com but content should be brought in automated.

I want to start this and need an expert to help get this project off the ground.

Is there a good out of the box solution I can get to run this regardless of expense?
