I complained hard to bellsouth about their (non-english) customer service and on my next several calls got an american rep. Maybe the have different lists for different customers.
I called Dell 2x and on both occasions I got american speaking people who helped me in 2secs and no issues.
Am i dreaming?
Probably one of those new fangled "voice boxes" that they have to adjust for the accent to where people on the other end of the line can actually make out WTF they are saying.
