Webmaster Help Needed

I may need a webmaster to finish up some Netverifier Elite or ProAdult Quantum members areas for me. You must be familiar with Adobe Photoshop or at least have the ability to edit PSDs to create the member area headers.

I've never had to hire anyone for something like this before, what should I offer? Whatever is fair, is no problem.
