I am looking for a script

I am looking for a scrit, basically one to sit on a a site where people can upload a photo and add a cation, also other people can add comments. I dont want people to have to log in to upload, but i do want an admin section where i can approve the pics before they go live on display, just to ensure it aint been abused..... any ideas helpful

the popular CMS's like drupal, joomla, mambo will have modules that do that.
