I always see 5 guys watching one guy work, yesterday I saw a guy sleeping on one of those big roller machines. Are they just slack in my state or are they slack everywhere?

That's what government jobs are all about. I have a friend that is a state trooper and I swear that lazy bastard sleeps or sits at Perkins for a couple of hours every night.I like pie. -

I cant understand how the bosses knowingly can dispatch 5 guys to a site and 4 watch the 5th do all the work. Think of all the cash the companies would save if those other 4 knuckleheads were not on the job.
And, mostly, they pull this stunt on the weekends (double, triple time pay) at least in Philly according to my Bro.Comment

In LA most road work on freeways is done between 2 and 5 am, I see them slacking then too.
