Plain and simple. Install PHP and MySQL. Make sure you have IIS capabilities before though of course. If you're looking for a "package" to setup the only "package" that comes to mind is Zend.

I wouldn't advise setting up a "packaged" deal. Yet install and config each separately. Apache httpd 2.x, PHP 4.3.x or PHP 5.x depending on your needs and MySQL if you want to work with something requiring a solid database backend.Comment

Xampp is a great package. It has Apache, PHP, Mysql, Perl and a bunch of other stuff in a nice and easy installable package. They keep it updated too
