What i think, is that the cops are making like if they are talking to the sniper, and he is demanding money, they are just trying reverse pschycologie.
So now the sniper will be, i didn't request any money and shit, he will get piss because every serial killer wants credit for the murder they did. If he thiknk someone is taking credits for his shit he is going to be pissed and then maybe do something stupid like calling the cops and say, HEY PIG, i'm the real Sniper.
