The easiest is to copy the entire StatsRemote folder from your old PC.
      C:\Program Files\StatsRemote

Then install StatsRemote on your new PC and copy the backuped StatsRemote folder into Program Files (overwrite everything) and you will have all your accounts, settings and historical stats on your new PC

My guess is that you're using an older version of StatsRemote. Due to the year change 2005/2006 we had to disable all previous versions of StatsRemote because they don't work properly from Januar 1, 2006 on. If you don't use version 3.6.15 and get a 'Service currently not available' message, please update to version 3.6.15.

In order to do this, please download the latest StatsRemote Setup and install it (overwrite everything - only the software components will be replaced).
