tracert question - verio problems?

Okay, here's the situation, some of my surfers seem to be having periodic problems connecting to my site.. The first try doesn't work, the second try does... This is what a traceroute from my location says...

Those timeouts on hop 12 are BAD right?? Is there any possible way that they could NOT be a problem???
Verio is saying they can't find any issue with it...
