What are some of the reasons for FTP to be fast some times and crawl at other times. If it is a persistent problem is this possibly caused by the host overloading the server?

do some traceroutes when its slow and fast, do about 5 each. That might tell you what the problem is, if not send those TR to your host and see what they can do to help.

This is usually either an overloaded server, or overloaded bandwidth. It could also be that your allocation is overloaded. Some ISPs will give you x amout of bandwidth and throttle it so you can't go over. Others will let you go over and then charge you for it. In other words, you could be just overloading the amount of bandwidth you get from them.
Then again, you could just have a host with really shitty network management. Contact them and see if they have any stats on your server and bandwidth usage, and if they've had any serious problem swith servers or bandwidth. Bottom line, if the host can't tell you what happened, get a new host!
