Calling different countries......HELP!!!!

My friend is in Bulgaria. He called last night, but now neither one of us can get through to the other? It won't go through. I tried just calling the same number that came up on my cell phone and it's saying the number is incorrect. He's calling and it's just ringing but my phone isn't ringing. WTF???? Anyone have any idea what's going on?

you are dialing 011 before his number assumeing your in US/Canada right?

It sounds to me like he is now calling the wrong number, hence why it's ringing but not at your end. And it sounds like you have got the wrong number or forgot the dialing code or something.
