          well the domain has some age (regged in 2002), it has a good amount of backlinks (2k+ in yahoo and 95 showing in google).

          the biggest problem = on-page optimization. it's not built for the SE's at all.

          it also needs more quality relevant backlinks. it could also use some more content.

          (that's my limited SEO experience advice, if it is at all desired )

            Those were my thoughts as well. I don't know which shopping cart script he's using but hopefully there's a contribution for it to generate friendlier URLs like osCommerce has. Thanks for your input.

              Real simple. Tell your family member to focus on direct links. That's a link without reciprocation. Tell them to also use various anchor text keywords. This will help you in Google. For Yahoo, they will need to switch around the titles a bit, and change some of the on page keywords (or add them). Write some articles on the topic, submit them around to industry related portals and content sites (via RSS if you prefer), and keep trying to build the DIRECT links only. Other than that, there is no need for a fancy shmancy redesign. Give it 3 months or less, and they'll notice a significant change in rankings and traffic/leads. That's all there is to it. Tada!
