Sounds like a misnomer.

Virtual hosting is when a hosting company owns a server and sells multiple, unrelated clients hosting on that box. Typically this means that the virtual clients have limited administration rights. Virtual hosting is popular because it is much more cost efficient then doing 'dedicated' hosting and having to incur all the expense of having your own box all to yourself.
