Looking for THUMBNAIL creator software

I need a software which automatically generates thumbnails in different sizes (which I can specify myself). I would be also handy that I can specify the filenames of the saved thumbnails and that the thumbnail would be made around a point in the full photo (not just resizing the full photo).

Any suggestions?
