need a windows programmer

Hi Im looking for a windows programmer who can write me a program that uses low cpu and low memory that can run on any flavor of windows (including windows 95). I need a program that will basically reconnect multiple instances of a program to a network if my internet connection goes down or burps. I would prefer somebody that can write something well and not in a language that is unstable. I cannot afford to have it crash my machine if I am away on vacation or what not. I may require it to do a couple of other things.. but I need to know the price and time frame that I'd be looking at.
