Anyone else with time vs. development issues?

I have a project in mind, have the domains ect. problem is I just do not have the time to develop it as I wish. There really is no major cost envolved, design elements are done and all that crap, just no time right at this moment to get the basics of it done. Have other important matters on my plate that actually pay the bills and is not just a concept.
This drives me absolutely batty. I really need to get someone that can follow instructions, be trustworthy, understand a concept and get it together for me. On the other side of the coin, it is not something I want to outsource to cheap forgien labor since it is a bit text heavy.

You should contact Core Adult. They do all the text kind of things and everyone that works for them was born and lives in either the U.S. or Canada so there is no language barriers.

Do not doubt you rep so do not take this wrong (dont trust sigs myself).
Does anyone have any refferences with this company or done biz with them?
Are they ok with taking a site concept and working out its layout (all text)?
I see they could prolly handle some of the review portions no problem though.
