Html Mailing List?

is it possible to develop a mailing list with just HTML, i'm trying in dreamweaver but of course its not working and I suck with code.....

are there any free ones easy to use out there?>

no I wanna make a form where someone can type there email and it submits it to my email addresss....any help please?
