    Can anyone recommend some good server admin people that worked 24/7 and can do things on a per job basis?

    How many jobs per week? I can refer you to a really good management company which will do 24/7 monitoring and FULL management including scripts and shit for $250/month per server.. Not cheap, but theyre EXCELLENT.

                round robin DNS is easy if you run bind yourself. Not so easy depending on who hosts your DNS...
