Preferably one in Perl so I can can add a few lines to it to make it download html source of page 1, follow all HREF links on page 1, and all links after that all with the same HTTP referer. Leave it to crawl millions of domains for a few weeks on Uni servers

I don't think Reffy crawls the whole Internet with the referer in the HTTP header as he wants.

Referer spam kinda annoys me.

If a webmaster has a product or service to sell to me, I welcome a personal email (not mass mail) or some other form of contact, and i am happy to consider..

But if i check a referrer and find that its just spam.. i'm not even going to bother reading the site.

There are ways to use it to your advantage without taking advantage of a nice service..

If you use a rotation script on your EXIT disclaimer on your main page , you can use the surfers that made a mistake and make a profit from them and increase your backlinks all at the same time.
