Looking for net speed detection script

Anyone know of a script that will detect a surfers browser speed and depending on speed it will replace a video file with an image? So that Slow connections never see the video play, they get an image instead. Or the video doesnt auto play unless they click it so that the rest of the page can load first.

I wrote one years ago for IGallery in JS. It was cookie dependant. Net congestion would cause inaccurate readings. I would say it was about 90% accurate
