Don't know if you really want to run PHP under IIS ( and don't flame me, I prefer apache -- bias or not) because, from what i gather, the performance definately helps when you install apache with isapi(SP?) modules bundled in php distros

Install XAMPP, easiest way. It's a package with Apache, PHP, Perl, MySQL and some other stuff.
