php and apache 2 work fine on windows now.... it was only broke back in the day or if you screw something up during the install....

Don't know if you really want to run PHP under IIS ( and don't flame me, I prefer apache -- bias or not) because, from what i gather, the performance definately helps when you install apache with isapi(SP?) modules bundled in php distros

Install XAMPP, easiest way. It's a package with Apache, PHP, Perl, MySQL and some other stuff.
