MPEG editing program?

i need to take a 10 minute mpeg and make a 20 second trailer out of it. i just need to take like groups of it and put it together, no fancy music or anything.

whats the best program for doing that?

Premiere Pro cannot really edit MPEG-1 video properly without a special plug-in. And even when the program does import the files, MPEG is a compressed format that can't be edited with frame accuracy, so the audio & video will tend to go out of sync when you export to make a finished video.
