Need a programmer for software/script

I need a custom TGP script developed. Something like comus thumbs. Except I will need it to have a lot more features:

1) Must be in PHP/SQL, no exceptions.
2) Very flexible and expandable. I will update it often with new features.
3) Good looking interface, I hate hiring programmers who can make it work great... but it looks like shit
4) I am on a budget, so nobody who wants to charge like thousands.

You have got to be kidding me! Comus Thumbs has thousands of development hours put into it. You want something better BUT on a budget??

OK, let me re-define since everyone has such a hissy fit over what I said about the budget. My Budget is in the $4,000 range. I meant to type high thousands to tens of thousands isnt possible.
